NARFE: Spending Bill Should Have Prevented Schedule F Implementation, Provided Pay Raise

Alexandria, Va. – In response to agreement on the omnibus spending bill, which allows the Trump administration to continue to implement Executive Order 13957 (Creating Schedule F in the Excepted Service), NARFE National President Ken Thomas issued the following statement:

“NARFE is deeply disappointed that Congress is expected to authorize more than $2 trillion in federal spending without ensuring that such funds cannot be used to undermine the merit-based civil service and the stability of government operations through the transition of power.  

“Instead, Congress has given the Trump administration a green light to continue its implementation of Executive Order 13957, which creates a broad exception to competitive civil service rules through a new Schedule F job classification, removing protections that ensure civil servants are hired and fired based on merit, as opposed to political motivations.  

“Unfortunately, Congress has abrogated its responsibility to ensure checks on either the current or future administration’s implementation of the executive order and use of the new authority. It is irresponsible to provide trillions in funding in the hopes that government will run smoothly, while declining to do anything to ensure the result. Full scale implementation of Schedule F and use of the authority to remove employees would not only undermine distribution of appropriated funds but also funds authorized through the COVID relief package.  

“Now, we must hope that the administration exercises restraint in its implementation of the executive order, both in utilizing its new authority to remove civil servants from government in its waning days, and in hiring its own political appointees into career positions. As the Biden administration prepares to enter office, we hope it rescinds the executive order and reverses actions taken pursuant to it without substantial cost or disruption to government operations.

“Through its silence, the spending bill preserves the 1 percent federal pay raise proposed earlier this year. But that amount does little to compensate the extraordinary efforts of our dedicated public servants, many of whom will oversee $900 billion in pandemic relief. It also falls short of the justifiable 3 percent pay increase for military service members, who rely on our nation's civil servants for support.”
